HKIRC welcomes the signing of the new Memorandum of Understanding and Designation Agreement with the Government of HKSAR to safeguard the interests of the community at large

HONG KONG, 17 March 2010 – Hong Kong Internet Registration Corporation Limited (HKIRC) welcomed the signing of the new Memorandum of Understanding (MOU) and Designation Agreement (DA) with the Government of HKSAR today. These documents will enhance the governance of .hk administration for the best interests of the community at large.

The signing of the MOU and DA follows from a review on Internet domain name administration in Hong Kong in 2007. The review has brought forth institutional changes in HKIRC, including the simplified membership classes, a restructured Board of Directors, and a new Consultative and Advisory Panel (CAP).

‘We are delighted that these documents were signed to ensure that the .hk administration is conducted in an open, transparent and fair manner. The revisions have taken into consideration the principles of managing and administering .hk domain names for the best interest of the public. Hong Kong people can be rest assured that .hk domain names, one of the critical infrastructures of the Internet, will continue to be administered with openness, transparency and public interest in mind,’ said Mr Jonathan Shea, CEO of HKIRC.

The DA reconfirms the designation of HKIRC and sets out HKIRC’s duties in relation to .hk administration. HKIRC is under an obligation to uphold the rights of any persons or organisations of freedom of speech, of publication, of communication and of religious belief, and to comply with the laws related to privacy. The MOU states that HKIRC operates independently of the Government and is subject to independent audit.

The new MOU and DA, which came into effect today and are subject to review in future, supersede the previous documentation signed in 2002 between the Government and HKIRC. A copy of the new documentation is available at:
