Leonard Chan is the Chief Product Strategist of Hong Kong Generative AI Research & Development Center and the founder of tag.digital Limited, with more than 30 years of experience in research and development for industrial automation systems, online advertising, and digital publishing solutions. He invented a patented technology that converts traditional embroidery data tapes into fully editable digital formats, and projects under his leadership have garnered major accolades, including the Hong Kong ICT Awards “Best Business System Award”, double Winner awards from the Asia Pacific ICT Alliance (APICTA), the World Summit Award (WSA) in the “m‑Media & News” category, as well as the Hong Kong Awards for Industries “Machinery and Equipment Design Award”, “Technology Achievement Award”, and “Productivity and Quality Award”.

Deeply committed to education and youth development, Mr Chan actively participates in mentorship initiatives such as serving as a Star Mentor in the HKSAR Government’s “Strive and Rise Programme”, and promotes STEAM education at both primary and secondary levels. He currently serves as a school manager of two schools, helping to enhance school governance and overall education quality.

Mr Chan holds a broad portfolio of public and professional appointments, including Founding Chairman of the Hong Kong Innovative Technology Development Association, Deputy Chairman of the Hong Kong Internet Registration Corporation Limited (HKIRC), Ordinary Member and Chairman of the Development Committee of the Travel Industry Authority, Member of the Civil Court Users’ Committee of the Judiciary of the HKSAR Government, Board Member of the Hong Kong Artificial Intelligence Research and Development Institute (AIRDI), Deputy Director of the Center for Hong Kong, Macao, Taiwan and World Affairs Studies at the Communication University of China (CUC), Member Representative (Hong Kong, Macao, and Overseas) of the China Computer Federation, Member of the Qualifications Framework ICT Industry Training Advisory Committee (ICT ITAC), Vice Chairman of the Greater Bay Area 5G Industry Alliance, and Member of the Vetting Committee for the IT Innovation Lab Programme in Schools. He is dedicated to advancing Hong Kong’s innovation and technology ecosystem, particularly in cybersecurity, AI adoption and digital governance, and was awarded the Medal of Honour by the HKSAR Government in 2025 in recognition of his distinguished public and community service.
